Joe Davis-Fleming, Consultant
A native of Chicago, earned his Bachelors of Arts from Northwestern University (Evanston, IL) and his Masters of Science in Health Care Administration from Trinity University (San Antonio, TX). Over the past 20 years, Joe has worked for some of the top hospital and healthcare organizations in the U.S. in a variety of management and consultant positions, including administrator for a public hospital district prior to his recent international experience as a CEO for a hospital system start-up in south Asia. He also previously served as Assistant State Auditor and Project Manager for the Texas State Auditor's Office, performing compliance and performance audits for some of the largest health & human service programs in the country such as TANF, Medicaid and Mental Health & Mental Retardation services. Additionally as a former patient accounting and managed care director, Joe brings to FCAW's clients extensive revenue cycle and reimbursement management experience.
A Fellow of the American College of Healthcare Executives, having served as Program Chair and President of the South Texas Chapter which is nationally recognized for providing some of the best educational programs in the country. He is also a Fellow of the Healthcare Financial Management Association, having served on the board of directors for the South Texas Chapter and providing leadership in their Educational Programming and Regulatory & Legislative Affairs committees. Joe's community involvement includes serving as a volunteer supporter and advocate on behalf of the medically uninsured, public education, scouting and the arts. Joe has a son attending the University of Colorado at Boulder, while he is currently working towards his doctorate in Public Health Policy & Administration at the University of Texas Health Science Center-Houston as a part-time student.

- Managing the annual federal compliance audit for the Temporary Assistance for Needy Families (TANF) Program, the state’s $750 million welfare program administered by the Health & Human Services Commission resulting in regulatory compliance certification.
- Developing and implementing an audit program for operational and financial performance legislative budget performance review of the state’s Mental Health & Mental Retardation agency, a $2+ billion operation, resulting in targeting key deficiencies within existing budget management and reporting, and budget management and related information systems improvement opportunities.
- Assisted in developing a comprehensive risk assessment and analysis of a $12+ billion Medicaid program that serves 2 million individuals, the single largest assistance program in Texas and third largest in the U.S., resulting in identifying areas most vulnerable to fraud & abuse, federal regulatory non-compliance and financial mismanagement, and recommended strategic plan for future program performance monitoring.
